Ambassador Kathleen Kavalec at the Economist Romanian Business and Investment Summit

By U.S. Mission Romania      Prime Minister Ciolacu,Ministers,Ladies and gentlemen,   It is with urgency and resolve that we gather here today to address the pressing security challenges facing the extended Black Sea region, exacerbated by Russia’s illegal and unjustified war of aggression against Ukraine.   The Black Sea region is of vital importance to the United States, our allies, and our partners. It is a region of great potential, but also of great challenges. Here, we see the aspirations of the people for democracy, prosperity, and security, but also the threats of authoritarianism, corruption, and aggression.   Romania is a key and crucial ally in supporting Ukraine and in working with other countries on supporting security in the Black Sea and contributing to both the EU and NATO. Romania, Poland, and Slovakia have repeatedly provided energy assistance to Ukraine as Russian air strikes damaged Ukraine’s energy facilities.   As we delve into the complexities of Black Sea security to chart a course towards a future of stability, prosperity, and resilience, the words of Romanian historian Nicolae Iorga come to mind: “Nu spune niciodat? «nu se poate», ci începe cu “s? vedem.” (Never say “it’s not possible,” always say “let’s see.”)   The investments that facilitate Ukrainian exports to the world markets, supported by the EU and the United States, are evidence of the vision and resolve to cooperate jointly in the region that is a vanguard for democracy, resilience, and reform. They also contribute to making Romania a logistics hub for the region and enable Romania’s exports to the global markets.   The events of summer 2023, marked by Russia’s attempt to monopolize exports through the Black Sea, served as a stark reminder of the region’s vulnerability to external coercion.   With unwavering support from partners and allies, including Romania, Bulgaria, and Moldova, Ukraine has successfully secured routes that are resilient to Russian intervention. This is a testament to the efficacy of multilateral cooperation in safeguarding shared interests and promoting stability.   Our transatlantic cooperation is instrumental in building a wider and stronger community, grounded in shared values and aspirations. The European Union decided to initiate accession talks with nine countries, including Moldova and Ukraine. The United States wholeheartedly supports these efforts. We continue to advocate for the necessary reforms to facilitate the integration of these states into the single market and the transatlantic partnership. Meanwhile, with the accession of Finland and Sweden, the NATO Alliance is now larger and stronger than it’s ever been. It has fortified its shield against aggression and has brought more people under its protection so that together we can focus on delivering for our people.   NATO allies continue to increase their defense spending and collaborate more closely on regional defense plans. When NATO leaders meet together this summer to discuss how to defend our future at the 75th Summit, the Alliance will come together as a stronger, more vibrant body.   Recent events have highlighted the vulnerabilities inherent in relying on traditional energy sources and routes, particularly in the face of aggression and coercion by hostile actors. Russia has historically used its dominance in the energy sector as a political lever – and energy independence is essential to overall independence. In response to these challenges, the United States supports the efforts to diversify and secure the region’s energy resources. We support projects designed to ensure energy security and provide clean energy in the region.   This implies the diversification of sources, routes, and types of energy, and through strategic infrastructure investments. Working collaboratively with our Allies and partners to this end mitigates the risk of manipulation and coercion by hostile actors. Harnessing the potential of carbon-free energy, including nuclear energy and renewable energy, such as offshore wind farms in the Black Sea, will be a key to autonomy.   Countries like Romania will not only achieve their own energy independence, but also contribute to the region’s energy security, a key pillar of security and economic development.   Future economic recovery efforts in Ukraine will require a multifaceted strategy designed to bolster the country’s socio-economic fabric, while also countering Russian aggression.   Despite the challenges posed by conflict, the success in building infrastructure in the Black Sea region, reducing energy dependence on Russia, and ensuring sustained trade and economic growth, highlights critical achievements that demand continued support and investment from the international community.   The Black Sea region holds immense potential as a nexus for global trade. Central Asian states are increasingly seeking alternative trade routes, diversifying away from reliance on China or Russia. This presents an opportunity to enhance cooperation and promote economic prosperity in the region.   Our collaborative efforts with the European Union are essential to achieve three key goals: (1) harness the full potential of the Black Sea, (2) manage global trade in critical minerals, grains, and other commodities, and (3) foster sustainable development.   As we navigate these turbulent times, we must remain steadfast in our commitment to upholding the principles of sovereignty, territorial integrity, and international law. The United States stands ready to support our Allies and partners in the extended Black Sea region as we collectively strive towards a future of energy security, prosperity, and freedom.   We must seize this moment as an opportunity to forge a path towards a sustainable energy future for the extended Black Sea region, one that is free from coercion and where we are responsible stewards of our environment.   Together, we can overcome the challenges posed by Russian aggression and coercion and build a brighter and more secure tomorrow for generations to come.   Thank you
