Law approving Romania's participation in Register of Damages Caused by Russia's War Against Ukraine - promulgated

President Klaus Iohannis promulgated, on Thursday, the Law approving Romania's participation in the Extended Partial Agreement on the Register of Damages Caused by the Aggression of the Russian Federation against Ukraine, established by the Resolution adopted by the Committee of Ministers of the Council of Europe in Strasbourg last year.Adherence to the extended partial agreement requires Romania's participation in the Conference of Participants through representatives of the Ministry of Foreign Affairs and, as the case may be, other competent institutions, as well as the payment of an annual contribution to the budget intended for implementation, the value of which is communicated annually by the General Secretariat of the Council of Europe .According to the law, the equivalent in RON of Romania's annual contribution to the registry budget is borne from the state budget, through the budget of the Ministry of Foreign Affairs, based on the notification received in this regard from the Council of Europe.The equivalent in RON of the amount representing the annual contribution is calculated based on the official RON/EUR exchange rate of the National Bank of Romania, valid on the date of payment.The government approved this bill last November, at which time it announced that, for 2023, Romania's annual contribution was 6,052.73 euros.Another 35 member states of the Council of Europe, as well as the European Union, Canada, Japan and the United States of America have already joined this agreement.The partially extended agreements are not international treaties, but a form of cooperation with its own budget and working methods, which presents a series of operational advantages, being flexible in terms of the organization of structures and procedures, explains the Government.
