Survey: Half of state employees in Romania not familiar with online services offered by the institution they work in

June 13, 2024

Most public institutions do not have a digital infrastructure meant to make employees' work and relations with tax payers more efficient, while 50% of state employees do not know what and how many online services are offered by the institution they are part of, although they had worked there for over ten years, a survey, made by APSAP Training Center and released on Thursday, shows. According to the source quoted, eight out of ten state employees have ot had the possibility to work from home in the last two years, because of the lack of an adequate digital infrastructure (communication system, reporting system, activity monitoring system, a.o.).   About half of employees who do not know the number of digital services offered by the institution they are part of (475 persons) have been working there for over ten years, while 15% do not know if their employer is present on online social media (Facebook, Instagram, Linkedin).   “During studies made at European level, Romania often ranks last about the degree of digitization and opportunities to work from home,” the source notes.   According to data supplied by Eurostat in 2020, Finland has been European leader in facilitating work from the distance, 25% of employees in that country chooseing this kind of work. In contrast, Romania ranked last in that top, with 2.5% of employees working that way.   In March 2024, APSAP Training Center organized a series of free training sessions accessible online, for employees from the Romanian public administration, in order to upgrade their knowledge and keep them updated with new legislative regulations in 11 relevant fields.   The APSAP study was made on a sample of 5,166 people mployed by public institutions, who filled in a questionnaire of 29 questions , based on significant conclusions.   Founded in 2014,the non-governmental organization APSAP has become one of the most trustworthy organizations supplying training programs for the public and private sectors in Romania.   APSAP has over 250,000 active participants and a body of lecturers of 75 trainers.
