VotCorect Coalition: June 9 elections - low competitiveness, limited electoral legislation, violent incidents

July 9, 2024

The June 9 vote was one with low competitiveness, efficiently organized, but the electoral legislation showed its limits, the campaign themes were mainly local, the voters were not well informed about the procedures specific to voting and the campaign was marked by some violent incidents, the reporters of the VotCorect Coalition showed, on Monday, when presenting the preliminary conclusions of the monitoring activity."The elections of June 9 represented a process with multiple electoral options, but the competitiveness was reduced by the coalition of the main governing parties and the amendment of the electoral legislation with very little time before the elections. The authorities organized the process efficiently, but the merger of the elections led to the increase in the complexity of the procedures and the need to elaborate a significant number of decisions on the interpretation of the legislation," assess the experts of the Expert Forum (EFOR) in the document published on Monday. At the same time, the representatives of the Vot Correct coalition appreciated the campaign for the European parliamentary elections as being "eclipsed" by the one for the local ones. The observers appreciated that the validity of the votes was established according to reasonable criteria and consistently applied in 95% of the observed sections, but the BESV presidents had difficulties in completing the minutes in 22% of the cases, and in 33% of the cases the BESV members completed minutes in white. The Permanent Electoral Authority accredited 102 civil society organizations and 87 international observers representing 28 organizations, according to the information published on the institution's website. From the first category, five accredited organizations are members of the VotCorect coalition; among the international observers, two organizations observed in partnership with Vot Correct - Promo-Lex and the European Platform for Democratic Elections, and Election-Watch EU had Vot Correct as a national representative. The VotCorect coalition is formed by the Expert Forum, the Center for Civic Resources, the Civic Association, the Center for the Study of Democracy, the Civic Council and the Electoral Observatory, and they have accredited more than 800 observers in the country and abroad, who sent through the Vote Monitor application, developed by Code for Romania, information from 925 polling stations.
