Romania's President Iohannis signs security cooperation agreement with Ukraine

Romania's President Klaus Iohannis and the President of Ukraine, Volodymyr Zelenskiy, signed on Thursday, in Washington DC, a bilateral security cooperation agreement between the two countries.Accompanying Iohannis to the signing ceremony were Romania's Foreign Minister Luminita Odobescu, Romania's Defence Minister Angel Tilvar, and Chairman of the Romanian Senate Nicolae Ciuca. Part of the Ukrainian retinue were Ukrainian Foreign Minister Dmytro Kuleba.The text of the political agreement signed by Romania with Ukraine is similar to those signed by other countries covering areas of cooperation relevant to strengthening Ukraine's capacity to defend itself and combat Russian aggression, in accordance with the provisions of the UN Charter, and to strengthen Romania's security.The agreement sets in place a political framework for the continuation of cooperation and identifying a series of priority action guideline to the benefit of both countries and regional security. The negotiation lines were approved by the president and prime minister of Romania, and the agreement reaffirms the political commitments in the declarations signed by the presidents of the two countries in June and October 2023, respectively.The agreement signed by Romania also includes areas of specific interest in the bilateral relationship, including Ukraine's commitment to continuing the necessary reforms in its European and Euro-Atlantic path, respect for the rights of persons belonging to national minorities, cooperation in combating cross-border crime.The document signed in Washington has strictly political, not legal, value.The declaration expressly provides that the implementation of the commitments and cooperation shall be made in accordance with the applicable national, European and international legislation.At the same time, all activities arising from this agreement are carried out within the limits of existing resources, taking into account the interests of the Romanian side.The agreements signed by Ukraine with the signatories of the G7+ Declaration, including Romania, were publicly launched on the sidelines of the NATO Anniversary Summit in Washington on July 11, 2024.The signing of the bilateral political agreement and Romania's participation in this compact are proof of the consistent position of support for Ukraine and correspond to Romania's security interest for Ukraine to repel Russian aggression.
