Law promulgated/ Eight-year contract with MApN for those wishing to become military officers

  Persons who are to become military officers, upon admission to an educational institution for the training of officers, military majors or non-commissioned officers in active service, shall conclude contracts with the Ministry of National Defence for a period of eight years from their appointment in their first position, according to the rules established by order of the Minister of National Defence, according to the law promulgated on Monday by President Klaus Iohannis.   The respective normative document approves the Emergency Ordnance (OUG) for the amendment and completion of law no.80/1995 regarding the statute of the military.The preamble to the GEO mentions the need to ensure human resources for the armed forces and the fact that "the shortage of specialised military personnel cannot be covered immediately". The government said that, at the moment of the ordnance issue, the number of resignations of the army personnel doubled in 2021 against 2020 and in 2022 increased at over 2,700 military and in 2023 it was kept at high numbers, especially as regards professional soldiers and non-commissioned officers, ” the category most affected by the rise in inflation in the years mentioned, a situation which affects the fulfilment of the missions and specific objectives of the military institution and which must be stopped at a time when the demands are increased under the auspices of the growing tensions caused by the war in Ukraine’.The law shows that the officers may be graduates with a bachelor’s degree from civilian higher education institutions or graduates of the fourth year of studies at civilian higher education institutions with a duration of studies exceeding four years, enrolled for the needs of defence, public order and national security institutions, under conditions established by order of the head of the institution.According to the amendments, in the Ministry of Internal Affairs, the Special Telecommunications Service, the Romanian Intelligence Service, the Foreign Intelligence Service and the Protection and Security Service, the age limit of 45 years of less to become an officer does not apply.   Active non-commissioned officers also come from graduates of higher medical education under the Bachelor's degree programme "General Medical Assistant" with a bachelor's degree or post-secondary health schools with a baccalaureate and professional qualification certificate, organised within civilian educational institutions, who are trained for the needs of the Ministry of National Defence, under conditions established by order of the Minister of National Defence. They are joined by professional soldiers and non-commissioned officers in active service, in reserve or with the status of voluntary reservist, graduates of high school with baccalaureate or post-secondary or higher education, corresponding to military specialities, and non-commissioned officer training, under the conditions established by order of the Minister of National Defence.   In this case, in the Ministry of Internal Affairs, the Romanian Intelligence Service, the Special Telecommunications Service, the Foreign Intelligence Service and Protection and Security Service does not apply the age limit of 45.
