Prosecutors' report: 'Life or Country' - Calin Georgescu's chaos-triggering plan

April 1, 2025

The plan to destabilize Romania by inciting chaos with the help of Horatiu Potra's mercenaries was devised by Calin Georgescu and his close associates during a clandestine meeting at a Ciolpani stud farm (owned by businessman Mohamed Jbara) immediately after the annulment of the presidential election in December, the Prosecutor's Office report notes, stressing that one of the counts Georgescu is charged of is that of attempting to shatter the constitutional order. Two days before the annulment of the first round of the presidential vote, on December 4, 2024, mercenary leader Horatiu Potra, who was in Congo at that time, was contacted by leader of the "Ciurarii" gang (specializing in human trafficking and pimping) Andrei Avram, who informed him that Georgescu's "right-hand man" would like to have a discussion with him.Potra agreed to meet with Georgescu and left for Romania via Dubai. Upon arriving in Bucharest, he checked into a hotel where several rooms had been booked. Also on December 4, 2024, Calin Georgescu called organizer of paramilitary camps Eugen Sechila on the phone to inform him about the existence of a plan that he would disclose to him when they meet. Georgescu claimed that he will "hold in a vice-like grip whoever assaults his family", and that "after that he will set them up."The following day, on December 5, Romeo Mihai Anechitei, a member of Georgescu's security detail, sent an alarm-sounding text message to Interior Affairs personnel, telling them that members of underworld clans had received firearms and the guarantee that they would be exonerated from criminal liability."Given that this action was coming in the wake of the dissemination of other alarmist messages on social media about the authorities allegedly seeking to kill some protest participants, in order to justify the declaration of a state of emergency, we consider that Romeo Mihai Anechitei's message was inducing the sentiment that the interlopers are armed by the authorities, thus attempting to discredit the institutions of the Romanian state and trigger a sense of fear among the population," the prosecutors say.The infamous clandestine meeting at the Ciolpani farm took place with Calin Georgescu, Horatiu Potra, Eugen Ionut Sechila, Georgescu's driver Alexandru Stefan Vornicu and his bodyguard - Marin Burcea attending. The prosecutors hold that the meeting was decisive for how the subsequent events unfolded."The collected evidence proves that Georgescu acted as a strategic leader of the meeting, and was the one who initiated the contact and brought the participants together in a controlled setting. The phone call received on the morning of 07.12.2024 by the farm owner and the spaced arrival of the participants suggest a careful organization intended to avoid suspicion and keep the meeting under wraps, away from the public eye. In Ciolpani, the aforementioned participants had a secret discussion, as proves the evidence in the case, with the participants voicing concern about the cancellation of the presidential election. The discussions were led by Calin Georgescu, who was also the one who called Potra, Sechila and the others in their entourage to that location. Georgescu was a regular of the place, while the others were there for the first time. Putting up a dominant attitude, he established the rules of interaction, demanded secrecy towards the farm staff and dictated the course of the event, showing an indisputable authority over the other participants," the prosecutors' documents also show. The investigators argue that the manner in which this meeting took place and the subsequent events "clearly lead to the conclusion that a well-structured plan was discussed, the implementation of which began immediately after the meeting.""Horatiu Potra's subsequent actions and Calin Georgescu's public statements suggest that this meeting was a preparatory stage for the initiation of destabilizing events intended to saw chaos and uncertainty, thus affecting the democratic process," is the conclusion of the prosecutors.Immediately after the Ciolpani meeting, Calin Georgescu called Dan Ciprian Grajdeanu, the leader of the hard-liner nationalist organization "Orthodox Brotherhood" who belongs to Eugen Sechila's close circle, whom he told that the following day he would send his supporters a concrete call for action, ending the call with the phrase "Life or Country".On December 8, 2024, Potra and his mercenaries headed to Bucharest to engage in destabilization actions, but were intercepted en route by police and detained.Subsequently, the judges released Potra on the grounds that he does not pose a public danger.
