Romania receives about 1.3 billion euros for payment request no.3 of PNRR

Romania received from EC about 1.3 billion euros for targets mentioned in payment request no.3 of the National Recovery and Resilience Plan (PNRR), which were fully carried out , the European Investments and Projects Ministry (MIPE) announced on Tuesday.   The net value of payment request no.3 is 1.02 billion euros, after deducing the pre-financed payment received by Romania.   MIPE shows that from the amount received, 622 million euros was received for grant components while 657 million euros was for loan components.   The sum of 869 million euros (814 million euros – grant and 55 million euros – loan) is temporary suspended until all conditions are carried out. Also, Romania has at its disposal 6 months until November 28, 2025, to implement all measures needed to fully unblock payment request no.3, a MIPE press release shows.   According to the source, this stage of partial fund suspension does not suppose any loss from the amount allocated for Romania for payment request no.3. The suspended amounts continue to be allocated to Romania and will be received when demands are completed.   “The 1.3 billion euros received represent the recognition of efforts made by Romania's government and mark a clear step towrds the full unblocking of payment request no.3. The present government is focussed on solving anf unblocking payment request no.3. At the same time we renegotiate PNRR in order to replace investments which have a slow implemetation rate with others, financed by the state budget or from national programs. This renegotiation has in view to protect our financial interests: attracting a high amount from PNRR and avoiding possible penalties for failing to implement investments assumed in PNRR,” minister Marcel Bolos explained.   The landmarks partially fulfilled have in view to make the Agency Monitoring and Evaluating Performances of Public Enterprises more operational, appointing managers of energy companies and amending laws of special pensions for magistrates.   According to MIPE, the total amount received by Romania from funds allocated for PNRR implementation has reached 10.74 billion euros. Previously, Romania received 9.44 billion euros, representing: 3.79 euros – prefinancing, 0.29 billion euros – prefinancing for REPowerEU, 2.56 billion euros – payment request no.1 and 2.80 billion euros – payment request no.2.   The amount allocated to Romania for PNRR implementation is 28.5 billion euros, of which 13.6 billion euros as grants and 14.9 billion euros as loans.   MIPE technically coordinates PNRR implementation at national level. The targets and landmakrs assumed by Romania in PNRR must be applied by 20 reform and investment coordinators: ministries and other central public authorities.
