Gov't to clarify financial flows for projects on recovery, resilience funds

Minister of European Investments and Projects Dragos Pislaru on Tuesday said that the government will approve a draft emergency ordinance that will clarify the financial flows based on which funds will be allocated for projects under the National Recovery and Resilience Plan (PNRR).At an extraordinary sitting today, the government passed a draft emergency ordinance that provides ministries with the legal basis for filtering projects that can be implemented under PNRR until August 31, 2026."There will be an emergency ordinance that clarifies the financial flows and, including for local administrations, what happens with the projects already started under the PNRR, how we move them to other sources of funding, how a reserve of projects for the PNRR can be activated. That is why the wording we have for those that are below 30% is suspension, it is not termination of the funding contract. And another very important thing, under this ordinance, we do not interrupt works contracts, it is very important. Construction sites are not closed as a result of this ordinance; what we do is just look at the source of funding and establish that, if we have an amount of money, we have to focus on that amount of money in order to be able to use it," Pislaru told a news conference at the Government House.Asked whether, after his discussions held on Monday at the Government House with representatives of local administrations, the proposal of the mayors of municipalities regarding the introduction of a mechanism under which some investment under PNRR would be financed from the local budget, and then those amounts would be settled from the PNRR, was kept."That was discussed; it is part of what I was telling you, that we will catch in the future emergency ordinance with the financial flows. (...) We could find a reserve system or, somehow, the possibility to settle expenses later under the PNRR and the answer is, in principle, yes. I mean, we discussed that yesterday, we are going to think about this backup mechanism. As I was saying, we suspend the funding contracts, we do not interrupt the works. So, if a city hall decides to continue works and decides to continue them by respecting the rules of the management and control system, that is by making the acquisitions like the rest of the world in compliance with European rules, then the funds are further deducted," said Pislaru.  (Photo:https://gov.ro/)
