The Joint Standing Bureaus of the Chamber of Deputies and the Senate took note on Wednesday of a letter from President Nicusor Dan proposing Parliament to approve the establishment on the national territory of the Logistic Enabling Node - Romania.The document brings to mind that in the spring of 2024, because of the escalation of the military aggression of the Russian Federation against Ukraine, the allied authorities initiated steps to launch a mission under NATO leadership, to support Ukraine. These demarches materialized within the Summit in Washington, when the heads of state and governments gathered within the North Atlantic Council decided to launch the NATO Security Assistance and Training for Ukraine (NSATU).Romania's Parliament approved the participation of the Army to NSATU, as of 2024, by providing the necessary infrastructure and equipment to host and operate, on the national territory, of the Logistic Enabling Node - Romania (LEN-R), within 71st Campia Turzii Air Base and a contingent of up to 100 servicemen - defence staff officers within mission commands, instructors in training modules organized outside national territory, as well as specialized detachments completing LEN-R operating on Romanian soil, according to the document sent to the Defence Committees for report.The mission's objective is coordination, under the supreme allied commander in Europe (SACEUR), of security assistance for Ukraine and supporting the increase of interoperability of the Ukrainian army, without NATO's engagement as a party to the conflict. The mission is non-combat and takes place only on allied territory, without an assigned theatre or joint operations area."In this context, in accordance with article 119 of the Romanian Constitution and article 3(b) of Law no. 291/2007 on the entry, stationing, operations or transit of foreign armed forces on Romanian territory, republished with subsequent amendments and additions, at the request of the Minister of National Defence and with the approval of the Supreme Council of National Defence, I propose the Romanian Parliament to approve the establishment on national territory of the Logistic Enabling Node - Romania (LEN-R), with the status of Allied Command, as a component of the NATO Headquarters Security Assistance and Training for Ukraine - HQ NSATU," according to the President's letter.
