Fiscal and legislative changes represent for 64% of IT companies in Romania the main barrier to business development, reveals the most recent survey conducted by the Employers' Association of the Software and Services Industry (ANIS).According to the ANIS Sentiment Survey, conducted in August and September 2025, a share of 90% of all member companies of the professional association consider that the main factor for market growth in 2026 would be fiscal and legislative stability, after for 2025 the main factor with a negative impact on business (64%) and team size (62%) is considered to be the change in tax legislation, especially the elimination of the facility for IT professionals.Almost two-thirds (65%) of organizations reported increases in turnover in the last 12 months, while 18% recorded decreases. The main drivers of business growth were represented by the expansion of the client portfolio (44%), operational efficiency (33%) and diversification of services (28%).On the other hand, fiscal and legislative changes (64%), decreasing customer budgets (59%) and increasing costs (59%) are still the main barriers to development.According to the survey, over half (54%) of companies maintained their headcount, 31% expanded their teams, and 15% reported decreases. In this regard, structural adjustments mainly targeted hiring advanced skills (44%), reorganizing by specialization (36%), and reducing junior-level roles (31%).Also, 56% of respondents stated that the organizations they represent already run training and professional retraining programs, while 23% intend to invest in this direction.Regarding innovation, 62% said they are investing in automation and Artificial Intelligence (AI), 59% in diversifying their product and service portfolio, and 49% in expanding into new industries and customers.Estimates for the coming period show that 59% of companies are counting on stagnation or moderate business growth, while 36% maintain an optimistic outlook. In this context, the factors considered critical for accelerating the market are: fiscal and legislative stability (90%), accelerated digitalization (41%), demand for IT services (36%), support for innovation and own IP (28%) and the availability of specialized talent (26%).ANIS is the representative organization of the Romanian IT industry, with over 150 member companies.
