Reform measures in the local and central administration will have an impact of 3.5-4.5 billion lei, according to development minister Czeke Attila.Of them, the measures meant o make more efficient the local public administration will represent 1.7 billion lei, said the minister at a press confrence held at Victoria Palace, at the end of a government meeting. According to him, 13,000 jobs, representing 10% of the total, will be reduced at local administration level. In 2026, a temporary transition measure will be applied , which will make possible the reduction of the number of jobs or the reduction of personnel expenses by 10%. In exchange, the number of jobs will have to be reduced in 2027. “At local authority level there are two means of reducing expenses. One way of reducing jobs starts from 30% and can be applied to all local authorities. In case there are only free positions within the 30%, it means that occupied jobs will not be abolished. By applying the 30% percentage we suggested a 20% break, which means that when we have more than 20% occupied jobs affected we should stop at 20%,not to affect by reducing by 30%, the minister explained. Cseke Attila declared that reducing the number of jobs occupied will not affect local authorities where mayors had been successful. At the level of about 700 local administrative-territorial units the application of this reduction percentage will not be necessary, since there are more vacant positions. The minister also pointed out that the 10% reduction of staff expenses would also take place in the case of central public authorities. In those conditions, the reduction at the level of subordinate authorities will be applied in a different way. “In case a ministry has several subordunate authorities, where a more significant job reduction can be made in some subordinate institutions, while smaller reductions can be made in others. For instance, a 10% personnel expense reduction should be made in the main credit ordinator. The project foresees the fact that the state budget law for 2026 will be reduced by 10% for personnel expenses. Schools and kindergartens and hospitals will make an exemption, the minister said.
