Dragnea claims Social Democrats will not start any undertaking to impeach Iohannis, but give him reshuffle deadline before notifying CCR

November 26, 2018

Social Democratic Party (PSD) President Liviu Dragnea stated on Monday that the party he leads will not start any undertaking to impeach President Klaus Iohannis, but the Social Democrats will give Iohannis reshuffle deadline  until next week before they notify the Constitutional Court of Romania (CCR) about his decision to postpone the reshuffle of two ministers. Asked by journalists whether the Social Democrats are planning to impeach Iohannis, Liviu Dragnea said: “There is no undertaking, there is absolutely no undertaking. If you want to, impeach him yourself, PSD will not start this undertaking.” The journalist wanted to find out what the grounds for an impeachment would be, but Dragnea insisted that “PSD is not starting any impeachment undertaking.” Referring to the notification of the Constitutional Court over President Iohannis’s decision to postpone the dismissal of two ministers, Dragnea said that he will give the President until next week. “Normally, the President of Romania should have acted immediately, observing the principle of institutional loyalty, which is a constitutional principle, should have proceeded to dismiss the two ministers and to appoint the ones nominated. Unjustifiably, he postponed the decision until after December 1st. On Monday we will have a discussion within the party, and I believe it’s natural to have one within the Coalition too, and on Tuesday at the latest, if nothing happens, we must use that option (notifying the CCR – editor’s note), because we cannot sit and watch President Iohannis’s countless violation of the Constitution and not implement a reshuffle that the Premier decided,” Dragnea said. Prior to that, Justice Minister Tudorel Toader had stated that in the upcoming period he will author a draft notification of the Constitutional Court regarding the potential existence of a conflict of a constitutional nature between the Government and the President, generated by the Head of State’s refusal to dismiss two of the ministers proposed for reshuffle and to appoint new ministers in their place. Toader stated that he will present the draft notification next Monday and “those who have the prerogative to decide will decide whether they will notify the CCR or not.”
