Tariceanu: It’s the Prime Minister’s sovereign right to decide with whom he works and with whom he doesn’t

The Chairman of the Alliance of Liberals and Democrats (ALDE), Calin Popescu Tariceanu, stated on Tuesday that he agrees with the notification of the Constitutional Court on a possible legal conflict between the Government and the Presidency, after the President did nothing related to the Government’s reshuffle; in this context, Tariceanu said that it is “the Prime Minister’s sovereign right to decide with whom he works and with whom he doesn’t”. Asked if he agrees with the notification of the Constitutional Court of Romania on a possible conflict between the Government and the Presidential Administration, as a result of the fact that the President hasn’t agreed with changing two ministers, the ALDE Chairman said he supports PSD’s action. “It seems fair to me, and I’ll tell you why. Because, in the light of the loyal collaboration – and I have this experience since I was Prime Minister, the President being somebody else – in such situations, the President was immediately making the decision to sign the decree dismissing the ministers proposed to be dismissed by the Prime Minister. It is the Prime Minister’s exclusive and sovereign right to decide with whom he works and with whom he doesn’t. Because he receives the investiture vote for the entire team and he is the one who is responsible. Delaying in signing the dismissal decrees and in appointing other ministers violates the principle of the loyal collaboration, therefore submitting a complaint to CCR is justified”, Calin Popescu Tariceanu stated. Senate’s Speaker said that “everybody’s interest should be that the ministries, all the entities of the central administration work as good as possible also for the citizens”, and this subject must not be used as a political dispute. “Such actions paralyze the activity of the Government and of the ministries in question. You know very well what happens; all the servants let the pen on the table, no one signs anything, everyone sits and waits to see what will happen”, Calin Popescu Tariceanu stated. Justice Minister Tudorel Toader stated on Monday that in the coming period he will prepare a draft notification of the Constitutional Court on the possibility of a constitutional conflict between the Government and the Romanian President, which is the result of the head of state’s refusal to dismiss two ministers proposed to be reshuffled and to appoint two new ministers. Toader stated that he will present the draft on next Monday, and “those who have the power to decide will decide if they will notify the CCR or not”. President Klaus Iohannis refused to dismiss the Development Minister Paul Stanescu and the Transport Minister Lucian Sova, and to accept the ones proposed by PSD in their place.
