The way the parties place themselves in the political crisis started by the dismissal of the Citu government

The parties in the parliament have one week at their disposal to establish their mandate with whom they want to go the Cotroceni Palace, for consultations which should offer a new proposal for premier on the part of president Klaus Iohannis. In the meanwhile, the parties do not hurry to summon their statuary forums, as the head of state asked and wait to see what position each of them decides to take.   It is expected that during this period of pause offered by the president to the parties to be negotiations for a solution of getting out of the major political crisis in Romania.   With a record of coronavirus infections, after the destitution of the Citu government, the executive was left as interim, for 45 days, with limited powers, with no emergency ordnances, so that naming a new premier and a new government in the parliament should be done very quickly.   The National Liberal Party (PNL) says, through the voice of the new general secretary, Dan Vilceanu, that it is hard to negotiate with the USR, after they voted the censure motion, although he accepts ‘ that all options are available’ which shows that they are willing to have a dialogue. On the other hand, premier Citu warned that the PNL leadership decided that there would be no discussions with the party that votes together with AUR and PSD against the executive.   The liberals would prefer a minority government, only with UDMR to be accepted in the parliament with the agreement of all MPs, due to the Covid-19 sanitary crisis, similar to the Orban government of 2020. Lucian Bode, Nicolae Ciuca, Dan Vilceanu are variants for the position of premier, in this scenario. Even so, the PNL former a wing which supports Ludovic Orban as premier, made up of 41 MPs whose votes will matter this time when naming a new government.   The Save Romania Union - Freedom, Unity, and Solidarity Party (USR PLUS) alliance would rather go with the patching of the coalition, with another premier and with the same configuration of the ministries, but without Citu. Dan Barna stated for Digi 24 that the quickest solution to get out of the political crisis is that USR take back their portfolios negotiated in December 2020 in the coalition. He also announced that they will not require the position of speaker of the Deputies’ Chamber during the negotiations for the recovery of the governing coalition. Barna also said that there is no chance that USR governs with PSD or AUR in any scenarios and Florin Citu is categorically rejected as a variant for the premier. The Social democratic party (PSD) would like a government of specialists to govern until March, when early elections could be organised. PSD, through the voice of Marcel Ciolacu, proposes a government of specialists to govern during this difficult period of pandemics, with the support of the whole parliament, in spring being organized early elections, with the agreement of the parties. ‘ We are not the first or the last European country with early elections’ Ciolacu says. Marcel Ciolacu states that he is not sure if this party will take part in the consultations at the Cotroceni Palace and there is nothing to discuss with the PNL.   The Hungarian Democratic Union of Romania (UDMR) would prefer the patching of the coalition PNL –USR-UDMR and with the support of the minorities. The UDMR leader, Kelemen Hunor stated in different occasions during this period that the best variant is the remaking of the governing coalition with PNL and USR as well with the support of the minorities. On the other hand, UDMR stayed in the government after the break between the liberals and the USR-PLUS.   The Alliance for the Unity of Romanians (AUR) prides themselves with the destitution of the government and supports the variant of a technocrat government proposed by PSD.The co-chairman AUR, George Simion stated after the vote for the censure motion that his party is the one which succeeded in destituting the Citu government and they will also bring proposals for specialists to take over the governing. AUR is on a similar position with PSD.   Beyond public statements and solutions found by every party, president Klaus Iohannis must be sure that he will name a premier who has the capacity to gather the parliamentary majority to get the vote for investment. Otherwise, a government failing the voting, in the parliament, would lead to early elections, as if the second proposal for a premier is rejected by the parliament, this would allow president Klaus Iohannis to dissolve the parliament.    Even so, the liberals and the USR are the least interested in starting early elections, as they have dropped in the surveys, due to the conflicting governing, and PSD would be the winners, as they are best in the preferences of the electorate at the present moment.
