Romania to monitor shipments of intra-Community traded goods

The draft Emergency Ordinance establishing the implementation of the integrated electronic system RO e-Transport for monitoring the means of freight transport was approved on Friday by the Executive, informs the Ministry of Finance.The system will monitor in real time the movement of goods with high fiscal risk on the territory of Romania, respectively the transport of goods purchased and delivered intra-Community, the transport of goods that are the object of customs operations and the transport of goods between two locations on the national territory.According to a press release by the Ministry of Finance, the RO e-Transport system includes IT modules for the management of the transport of goods, which will generate unique registration codes for each transport, interconnection elements with cameras and other specific devices for monitoring the road traffic and software components for integrated data analysis. The system will use data and information held at the level of public institutions or authorities with attributions in the field of road transport and will be interconnected with the other information systems existing at the level of the Ministry of Finance, the National Agency for Fiscal Administration or the Romanian Customs Authority."It will become mandatory to declare in advance the data related to intra-Community transports, depending on the type of operation, to the beneficiary or, as the case may be, to the supplier in Romania. They will be valid for a predetermined period from the date of the start of transport, and the system will allow the modification of the declared data until the entry into the national territory or until the transport vehicle is moved. By exception, in the case of goods with high fiscal risk temporarily unloaded on the territory of Romania, the obligation of declaration rests with the depository," is mentioned in the press release.The categories of transport vehicles and the categories of goods with high fiscal risk transported by road that will be monitored and the procedure for applying the RO e-Transport System will be established later by Order of the President of the National Agency for Fiscal Administration, respectively by a joint order of the presidents of the National Agency for Fiscal Administration and the Romanian Customs Authority.The RO e-Transport system will monitor the way in which the VAT related to the intra-Community acquisitions of goods is transferred to the state budget and represents a natural evolution of the activity of preventing tax evasion with VAT in the field of intra-Community trade, because it has been found that the verification of the means of transport during the movement determines the taxation of the revenues obtained from the sale of the transported goods.
