The Ministry of Energy launched in consultation the documents for the production of batteries and photovoltaic panels through PNRR

The minister of energy has launched in consultation the documents for access to European Funds through the National Plan for Recovery and Resilience (PNRR) for the production of batteries, photovoltaic panels and storage capacities, announced on Facebook, the minister Virgil Popescu."We have launched for public consultation the documents for the State aid scheme and the specific Guidelines for Investment measure I.4 - industrial chain of production and/or assembly and/or recycling of batteries, cells and photovoltaic panels (including auxiliary equipment) and new electricity storage capacities, At least 480 MWh, until December 31, 2025," he said. ‘ The industrial battery value chain will reach a total annual battery manufacturing and assembly capacity of at least 2 GW, while the industrial value chain of photovoltaic cells and panels will reach a total annual capacity of at least 200 MW by 31 December 2025. The project submission period is June 30, 2022 - June 30, 2023.Projects aimed at building new production and/or assembly and/or recycling capacities of Li-ion batteries (including Li-metal, Li-sulfur, Zn, flow, high temperature) could be financed, which includes any combination of electrode production activities and/or electrode and battery components, electrode assembly in batteries and battery testing/conditioning, battery recycling. Projects will receive funding for the construction of new production and/or assembly and/or recycling capacities of photovoltaic cells or panels, which includes any combination of poly silicon and wafers production activities, the assembly of photovoltaic cells and modules, the recycling of photovoltaic panels (or their elements).   Eligible applicants are medium-sized, small enterprises (including start-ups) and micro-enterprises, as well as large enterprises established under Law no. 31/1990 on republished companies, as amended and supplemented, or constituted in accordance with the specific legislation of the Member State whose nationality they hold and subject to registration with the ONRC in Romania.   The total estimated budget is the equivalent in lei of the sum of 260 million euro.Regarding investments for the development of electricity storage capacities (batteries), the deposit period is 30 June 2022, 10:00 - 31 August 2022, 17:00. Eligible applicants are medium-sized, small enterprises established under law no.31/1990 on republished companies, as amended and supplemented Which have included in the articles of association activities concerning the production and marketing of electricity, corresponding to Division 35: "Production and supply of electricity and heat, gas, hot water and air conditioning" of the classification of NACE codes.The budget allocated to the project is the equivalent in lei of the sum of 104 million euro, made up of 80 million euro non-refundable funds offered through PNRR and national funds worth 24 million euro.The aid is offered in lei under the form of reimbursement of the expenses and cannot surpass 167,000 euro/MWh of storage and 15,000 euro/ company, investment project.
