Meeting of Prime Minister Marcel Ciolacu with representatives of the Confederations from the Transport sector

January 17, 2024

PRESS RELEASE

Prime Minister Marcel Ciolacu: The Government will approve tomorrow a set of measures agreed upon with hauliers and farmers

Prime Minister Marcel Ciolacu had today new consultations at Victoria Palace with representatives of the transport Confederations regarding the solutions prepared by the Government as a response to the formulated demands.
- The Government is a fair dialogue partner. At the level of ministries and public institutions, we took over and analyzed the hauliers' demands, and in tomorrow Cabinet's meeting, we will already approve a set of measures agreed upon both with the Transport Ministry and the Agriculture Ministry. We will further remain at the discussion table to solve all the legitimate signaled problems, stated Prime Minister Marcel Ciolacu.
Several draft legislative documents transposing solutions agreed upon between hauliers and the Transport Ministry are being prepared for tomorrow's Cabinet meeting. They mainly consider the following aspects:

Amendments regarding ways to carry out control by measurements at the border crossing points. The results of measurements obtained with the help of measuring instruments belonging to the competent authorities of the EU Member States with which Romania has open border crossing points are acknowledged, based on bilateral agreements concluded between parties, both for issuing special transport licenses and enforcing contravention sanctions;
Establishing limits, in line with European legislation and from other EU member states, regarding tolerance limits for trucks with excess load in transport;

Intervals are granted for exceeding the maximum total permissible axle load up to which contraventional sanctions are not applied and a license for the movement of these vehicles is not required;
Clarifying some aspects regarding the performance of the periodic technical inspection of vehicles registered in Romania, the professional attestation of specialized road transport personnel, as well as the correlation of some provisions regarding the conclusion and enforcement of the transport contract for national transports;
Some provisions regulating the examination of persons to obtain the initial attestation for drivers transporting people or goods are also clarified.

In addition, at todays meeting, the settlement of student transport was also discussed, and the dialogue on this topic will continue to reach a solution.
Another subject left to be further analyzed refers to the partial refund of fuel excise to transport operators.
Consultations between hauliers and the Government will continue with working meetings at the level of Transport and Finance Ministries.
Attending the meeting on behalf of the Government, alongside Prime Minister Marcel Ciolacu, were the Vice Prime Minister Marian Neacșu, the Minister of Transport and Infrastructure, Sorin Grindeanu, and the Head of the Prime Ministers Chancellery, Alexandru-Mihai Ghigiu.
The dialogue was attended by: the National Union of Romanian Hauliers, the National Council of Romanian SMEs, the Confederation of Romanian Operators and Authorized Hauliers, the Federation of Romanian Transport Operators, and the Romanian Association for International Road Haulage.
