Prime Minister Marcel Ciolacu: We are fully available for dialogue, we have requested the acceleration of the drafting of normative acts to solve the problems reported by farmers and transporters

January 15, 2024

PRESS RELEASE

Prime Minister Marcel Ciolacu had today a working meeting with the ministers involved in negotiations with protesting farmers and hauliers. The discussions were aimed at speeding up the drafting of normative acts to implement the solutions agreed by the two parties in the minutes of the meeting.
The members of the Executive presented how they prioritize these draft legislative acts so that in the next Government meetings the first government decisions and ministerial orders be adopted containing the concrete measures agreed upon in support of farmers and hauliers.
They also discussed the situation of on-site verification of the problems reported by the protesters. Thus, from the first data received, it was reconfirmed that, from October 2023 until now, no Ukrainian grains have entered the domestic market in Romania, being only in transit to the Port of Constanta, from where the goods have left for export. Also, since the beginning of the year, flour and sugar cane have been added to the list of commodities covered by the agreement with Ukraine on import based on licenses.
We continue to negotiate in good faith with the protesters. We are fully open to dialogue, all the way to measures to reduce tax evasion. This is the red line that we cannot cross, the Prime Minister told the ministers present. At the same time, the Prime Minister requested government representatives to continue discussions with farmers and hauliers, also involving in the dialogue large associations, representative of the two sectors.
The Financial Supervisory Authority (ASF) informed the Government of its willingness to meet again with the protesters on Monday after they failed to reach yesterdays meeting. The ASF sent them a set of concrete proposals designed to improve the financial effort for the motor third-party liability insurance (MTPL) purchase.
Prime Minister and the entire team of Ministers are willing to continue the dialogue in a reasonable and civilized manner to contribute to the legitimate problems that were reported.
