The Fidelis programme has been running for six years, during which 20 rounds of financing have taken place, through which the Romanian state has raised over 9 billion euros, President of the Bucharest Stock Exchange (BVB) Radu Hanga said on Thursday at the official opening of the BVB trading session on the occasion of the listing of the Fidelis government securities issued by the Ministry of Finance."I want to convey, as an opening message, that you can rely on the Romanian state, the Ministry of Finance, on the infrastructure of the Bucharest Stock Exchange and its surrounding ecosystem to support the financing plans of the Romanian state. Regarding the history of our collaboration, I would say that 2025 is the sixth year we are running this Fidelis programme. After a short break, of course, the first round of Fidelis financing took place in 2015, followed by a break between 2015 and 2020. Since 2020, we have been working very closely together, we have conducted over 20 financing rounds, and the Romanian state has raised over 9 billion euros through the Bucharest Stock Exchange, with issues in both lei and euro. The amounts have been relatively equal. From this point of view, 2024 was, in a certain sense, the best year, because this is a topic that can be debated, in terms of the amounts raised, as it was the best year. 3.3 billion euros were raised through the Stock Exchange in 2024, through Fidelis issues. So, practically, one-third of all the amounts raised in the last five years," said Radu Hanga.He mentioned that, from a social responsibility perspective, the Ministry of Finance included in the Fidelis programme tranches for blood donors, through which over 50,000 orders were placed and more than 2.5 billion lei were raised.
