The Chamber of Deputies plenum did not have the necessary number of votes on Tuesday, to adopt the bill approving Emergency order 38/2026 on SAFE program. Debates will resume in the next session. Order 38/2026 deals with adapting the legal frame for some investments in the defense industry, considering the opportunities created by accessing SAFE program, as well as protecting the shares of companies declared strategis by government decision. The Senate approved the bill, but the Chamber of Deputies is the decision making forum. PSD deputy Mihai Ghigiu declared that the order was amended in Senate by social-democratic MPs, who eliminated some articles which granted benefits for Bihor mayors for the wine industry. “I want to make some comments on the way in which PNL decided today, in the Chamber of Deputies plenum, to vote the order on SAFE program. While for months we were told about the importance of responsibility, that because of PSD we cannot implement PNRR, as well as SAFE, today we saw a clear proof of the way in which PNL understands to be responsible towards Romania. It is the case ofOrder 38 adopted by Bolojan government on managing SAFE, to which they added a series of provisions on PNL interests, like financing water and gas projects in Bihor county or advantages for the wine industry. Today, in the Chamber of Deputies plenum PNL voted against its own order because the provisions had been eliminated in Senate,” said Ghigiu at Parliament Palace. He added that “changing one's mind becomes the way in which PNL deals with politics in Romania. “It seems that they changed their mind about the government, setting up or delaying the setting up of a government and seem to also change their monds about important projects for Romania. I think that today, PNL colleagues could show responsibility and vote this bill which even their president, premier Bolojan had adopted in government,” Ghigiu added.
