The Competition Council has authorized the transaction through which Buildcom EOOD from Bulgaria intends to take over the company Argus S.A. Constanta and its subsidiary Comcereal S.A. Tulcea. Buildcom EOOD trades agricultural products (wheat, corn, barley, peas, sunflower seeds, rapeseed), and its subsidiary, Oliva AD, operates three oilseed processing plants and two sunflower oil refineries in Bulgaria. In Romania, the Buildcom group is present through several companies that produce rice, cereals, and oilseeds, and lease agricultural land. Argus S.A. Constanta produces and markets crude and refined oils and fats from sunflower, feed meals, and fatty acids. Comcereal S.A. Tulcea specializes in the conditioning, storage, and sale of agricultural products. “Following its analysis, the Competition Council concluded that the transaction does not pose significant obstacles to effective competition in the Romanian market or any part of it and that there are no serious doubts regarding its compatibility with a normal competitive environment. The decision will be published on the national competition authority’s website after the removal of confidential information,” reads a Competition Council’s press release.
