Cseke Attila: Financing PNRR projects stops only when investment has not started

September 11, 2025

Financing the National Recovery and Resilience Plan (PNRR) projects will continue for those already initiated and will stop only in case investment has not begun, where not a single euro was spent for construction, Development minister Cseke Attila explained on Thursday.   “PNRR will not stop, neither will financing investments which have already been initiated, where entrepreneurs are on the building site, regardless of the execution degree. Financing will not stop and they will not be taken out of PNRR,” said Cseke Attila.   He added that financing PNRR projects will stop only in the case of investments which “either do not have financing contracts from the ministry initiating the program, or town halls have undergone tender procedures but do not have execution contracts or orders to begin works.”   The Development Ministry, which manages most PNRR investment contracts, has now 6,055 contracts. Of them, 5,282 contracts representing 87% of all PNRR investments have already started, entrepreneurs working on these 5,282 contracts, investments are being rehabilitated. All these investments are going forward, with PNRR financing,” he said.   773 contracts, which represent 13% of this portfolio from the Development Ministry will no longer receive financing through PNRR as they have not begun investments and have not used any money for building.
