DNSC:Coalition in cybersecurity could be formed between Romania, Republic of Moldova and Ukraine

  The initiative to establish a coalition in the field of cybersecurity between Romania, the Republic of Moldova and Ukraine is opportune, pragmatic and in line with Romania's objective to position itself as an active and relevant actor in the region, representatives of the National Directorate for Cyber Security (DNSC) say.According to a press release sent on Monday, a trilateral working meeting for the establishment of a regional cybersecurity alliance between Romania, the Republic of Moldova and Ukraine took place on July 30 in Chernivtsi, Ukraine."On July 30, 2025, in Chernivtsi, Ukraine, a working meeting dedicated to the launch of a trilateral initiative for regional cooperation in the field of cybersecurity was held, attended by representatives of the authorities of Romania, the Republic of Moldova and Ukraine. The National Directorate for Cyber Security (DNSC) considers that the initiative to establish a coalition in the field of cybersecurity between Romania, the Republic of Moldova and Ukraine is timely, pragmatic and in line with Romania's objective to position itself as an active and relevant actor in the region," the press release states.According to the cited source, it aims to capitalize on the experience gained by Ukraine in recent years, strengthen a common operational framework for the prevention, detection and coordinated response to cyber threats and is based on the principles of solidarity, mutual trust and shared democratic values, with the aim of increasing cyber resilience in the region."The proposal to establish such a coalition in the field of cybersecurity will contribute to the development of advanced cyber capabilities and solutions, including capabilities based on artificial intelligence, to the continuous training of specialists, as well as to the organization of joint exercises and increasing interoperability between the three states," the release added.DNSC representatives argue that a defining element of this international cooperation format is its pragmatic, open and evolutionary character, which allows the coalition to be expanded to other states or public and private entities that share the same values, principles and strategic objectives in the field of cybersecurity."Trilateral operational cooperation, through the establishment of a cyber coalition, will represent an important pillar of resilience and cybersecurity in the region, as well as concrete support from Romania in the process of accession of the Republic of Moldova and Ukraine to the European Union", declared Dan Cimpean, director of the National Directorate of Cyber Security (DNSC), quoted in the press release.In turn, Natalia Tkachuk, secretary of the National Cyber Security Coordination Center of Ukraine (NCSCC), stressed that the Russian Federation uses cyberspace as a tool of destabilization, affecting the security and stability of the democratic world."The new alliance will constitute a solid platform for cooperation, aimed at strengthening the collective cybersecurity of the participating states and developing effective mechanisms to counter these threats," said Natalia Tkachuk.At the same time, DNSC representatives argue that the initiative represents a concrete step towards strengthening the European cybersecurity architecture, in a geopolitical context in which regional cooperation is becoming increasingly relevant for protecting the infrastructures, stability and values of the democratic world.
