Foreign affairs minister Oana Toiu participates in Foreign Affairs Council meeting

Foreign affairs minister Oana Toiu participated in New Yprk, on September 22, 2025, in the informal meeting of EU foreign affairs ministers held in the context of the summit week of the 80th sesion of the UN General Assembly.   In the present scurity context, marked by challenges and multiple threats the meeting had in view to consolidate the dialogue of EU member states with world partners about the main crises and conflicts on the agenda of the UN Security Council. Special accent was laid on Russia's aggression war against Ukraine and challenges by repeated infringement of the air sovereignty of some member states, Romania included. Another central topic was the Middle East situation.   The meeting wasstructured into two sessions – the first one in EU27 format, was devoted to coordinating member states on topic of interest on UN agenda. The second session hosted foreign ministers from Brasil, India, Mexico and Nigeria.   Foreign minister Oana Toiu appreciated the opporutnity of interaction between European ministers and their counterparts from Global South states, pointing out Romania's engagement for the international order based on rules and EU rules and role in managing crises and solving conflicts.   She pointed out the fact that peace keeping is a joing responsibility of UN member states and addressed a call to observing the UN Charter and principls of international law. Minister Oana Toiu firmly condemned Russia's aggressive war against Ukraine, Moscow's continuous escalation of the situation and its challenging actions, including the infringement of Romania's air space. She showed that Russia is acting against the assumed intenational engagements, generating risks and undemining UN basic rules.   The Romanian minister expressed her suppor for EU and NATO actions to consolidate the security of their member states as answer to Russia's hostile actions. Minister Toiu pointed out the responsibility of the international community in backing Ukraine and in using all efforts in obtaining ceasefire and a just, durable peace in conditions in which Russia, as aggressor state infringes the UN Charter.   At the same time, she showed the need for solid and credible security guarantee which should prevent a new Russian agression. In that respect, the head of Romanian diplomacy strenghtened the importance of continuing a close collaboration between the US, Europe and global partners for a durable peace process. She pointed to Russia's double-dealing messages which, although invoking peace they continue to attack Ukraine and challenge the loss of human lives, even among children. She addressed a call to join the European effort in convincing Russia to credibly engage in the peace proccess. She expressed support in consolidating sanction actions against Russia, mentioning the prospect of adopting a new solid package of sanctions.   As for the Middle East situation the Romanian foreign minister pointed out the emergeny of a new accord for ceasefire the unconditional release of all hostages. These are essential conditions for a permanent cessation of hostilities and ensuring durable peace in the region, in which civilian rights are observed and where Hamas and other terrorist organizations are not welcome. She reiterated her concern about the recent Doha attack, which represents an infringement of Qatar's sovereignty, with destabilizing effect on the whole region. The Romanian official reiterated Romania's for the solution of the two states as single durable and viable option in solving the Israeli-Palestinian conflict.   Minister Toiu pointed out the imporance of a significant increase of humanitarian flows in Gaza, evoked the essential EU support for the humanitarian level and stressed the fact that Romania represents one of the most important EU states when it comes to the contribution to medical evacuation flights for pediatric patients from Gaza. She assured that humanitarian support efforts would continue.   In the end of her speech, minister Toiu showed the importance of assuming joint responsibility by representatives of the international community in observing international order based on norms.
