The Government approved on Thursday, through an emergency ordinance, the modification and completion of some normative acts in the energy field.According to a press release from the Executive, the normative act amends and supplements EGO No. 163/2022 to complete the legal framework for promoting the use of energy from renewable sources, as well as to amend and supplement some normative acts, in order to align with the provisions of Directive (EU) 2023/2413, which aims to increase the share of renewable energy in final consumption, which will also contribute to the implementation of the energy component of the National Recovery and Resilience Plan, correlated with the targets and objectives of the updated Integrated National Plan for Energy and Climate Change 2021-2030 (PNIESC).Also, the amendments and additions brought by this normative act to the national legal framework, necessary for promoting the use of energy from renewable sources, for the period 2025-2030, take into account:- supporting the production of electricity from renewable sources, regulating its self-consumption and establishing renewable energy targets in the heating, cooling and transport sectors, in order to achieve the national objective regarding the overall share of renewable energy in gross final energy consumption in 2030;- establishing sustainability and greenhouse gas emission reduction criteria for biofuels, bioliquids and biomass fuels;- simplifying and digitalizing administrative procedures for authorizing renewable energy plants;- implementing the observations of the European Commission transmitted through the additional reasoned opinion of February 12, 2025, in Case 2021/0333, which includes establishing the regulatory framework for the promotion of energy communities, as well as creating the legislative framework for the issuance/trading/cancellation of guarantees of origin;-The regulatory framework necessary for establishing areas suitable for accelerating renewable energy projects; the regulatory act clarifies the responsibilities of the institutions involved, improving their efficiency and preventing potential blockages in the authorization process;- the wide adoption of renewable energy in the transport sector, through specific norms for biofuels, bioliquids and biomass fuels.The regulatory act also clarifies the responsibilities of the institutions involved, improving their efficiency and preventing potential blockages in the authorization process, and regulates the designation of infrastructure areas dedicated to the development of network and storage projects, necessary for the integration of renewable energy into the national energy system."On a social level, the promotion of this normative act will contribute to reducing energy costs for consumers and the development of local energy communities, contributing to the reduction of energy poverty. In addition, this energy transition is essential for protecting and restoring the environment, having a positive impact on biodiversity and the quality of life of citizens. The creation of distributed generation systems and local energy communities ensures the facilitation and construction of local networks, avoiding significant problems with connection and, subsequently, balancing the network," the press release reads.
