Government approves bill ratifying Social Security Accord between Romania and USA

The government approved in its Thursday meeting a draft law ratifying the Social Security Accord between Romania and the USA, pension rights being mutually ensured, the Ministry of Labor and Social Solidarity informed in a press release.   “Pension rights of Romanian and American people who work in the other state will be granted according to the new rules included in the Social Security Accord between Romania and USA. The accord has in view people who are or were submitted to the laws of one or both states, as well as those whose rights come from them”, the press release mentions.   For Romania, the document applies to laws which refer to pensions and death aid in the public pension system, and to laws which deal with contributions to social health insurances.   According to the new accord, the time people worked both in Romania and the US will be considered, for the opening of the pension right with granting pension by each state, according to the insurance periods accomplished.   “The document includes rules about the export of pensions, a very important advantage to facilitate the pensioners' mobility from the two states on the territory of the other state and maintaining their access to pension rights,” the source points out.   The accord also includes decisions about establingin applicable laws in order to avoid a double contribution to social insurance or the risk of not benefitting from any social insurance covered by the Accord.   The bill approved by the Executive includes provisions referring to detached workers. That is why the mutual exemption of those people from the payment of social health insurance contributions was included in the national system of the state where they are employed.   The social security accord includes provisions referring to administrative and cooperation measures, including the communication language, payment currency, solving sifferences, the term of coming into force, and will be ratified by la by Romania's Parliament.
