Government Approves Mining Operations for Several Domestic Deposits

February 27, 2025

The government adopted several decisions in Tuesday’s meeting that establish the legislative framework for the exploitation of deposits and minerals in several areas of the country.   The Government has approved a decision on the registration in the centralized inventory of state public property of the Dealul Jgheabului industrial and construction andesite deposit and the Paraul Romaneasa industrial and construction limestone deposit in the Rosia Poieni exploitation perimeter, Alba county, according to a press release issued on Tuesday. By approving the regulatory act, the necessary administrative procedures will be finalized.   The affiliation to the state public property of these andesite and limestone mineral resources, as, in fact, of all mineral resources located on the territory and in the subsoil of Romania and of the continental shelf in the country’s economic zone in the Black Sea, is established by provisions of the Mining Law no. 85/2003, the Executive indicated.   Mining is carried out on the basis of an exclusive license, which is granted through negotiation. Currently, the concession license is held by SC CUPRU MIN SA Abrud. The Dealul Jgheabului andesite deposit, with an area of 0.055 square km, is located in the northern part of the license perimeter of the Rosia Poieni mining operation. The Paraul Romaneasca industrial and construction limestone deposit, with an area of 0.24 square km, is located in the eastern part of the license perimeter of the same mining operation.   Extended Licenses   Through another government decision, the Additional Act to the concession license for copper ore, industrial and construction limestone, and industrial and construction andesite exploitation in the Rosia Poieni perimeter was approved.   The Ciolacu Cabinet has approved the extension of the exploitation license in the Rosia Poieni perimeter for a contractual period of five years, until January 31, 2030.   This extension is related to the need to update the annexes of the concession agreement and the technical-economic documentation outlining the conditions for mining activities during the agreed extension period.   The Additional Act also amends other clauses of the exploitation license, such as the updated mining royalty in line with the latest legislative changes.   On Tuesday, the government also adopted a decision approving the Additional Act to the concession license for dacite exploitation in the Tunel I – Magura Ilvei perimeter, Bistrita-Nasaud County. The exploitation license duration is extended by five years in this case as well. The concession agreement was concluded in 1999 between the National Agency for Mineral Resources, now the National Authority for Mining, Oil, and Carbon Dioxide Geological Storage Regulation, and the company Cariere Ilsom S.A. Nasaud, now transferred to Romcim SA.   The extension is valid for a contractual period of five years, until January 31, 2030, with the possibility of successive five-year extensions.   The Cabinet also approved the Additional Act to the concession license for dacite exploitation in the Poiana Ilvei – Magura Sturzii perimeter, extending the exploitation license duration for another five years until January 31, 2030, with the option of successive five-year extensions. The exploitation license extension will take place within the granted exploitation perimeter.
