Government approves technical and operational framework necessary for operation of WorkinRomania.gov.ro electronic platform

The Government has approved a decision establishing the categories of data, as well as the technical and organizational measures required for the security of data processed within the WorkinRomania.gov.ro electronic platform. The decision also regulates the electronic records held by public institutions that interconnect with this platform.This Decision defines the technical and operational framework for the operation of the WorkinRomania.gov.ro platform, which contributes to the modernization of public services through the digitalization of administrative procedures regarding foreign nationals' access to the labor market.The platform, implemented as a module of the Ministry of Internal Affairs' service hub (hub.mai.gov.ro), will simplify and streamline the process for foreign citizens to access the labor market, while simultaneously facilitating collaboration among the relevant public institutions.The decision establishes the categories of personal data that may be processed, the IT systems to be interconnected, and the main workflows carried out in the digital environment, a statement from the Executive branch indicated.The platform will facilitate: the registration and authorization of authorized employers; the authorization and renewal of authorizations for agencies placing foreign nationals; the submission and processing of single applications for long-stay employment visas and for the extension of the right of residence for work purposes, in cases provided for by law; the uploading of job offers and documents required for the operations of placement agencies; and the submission of notifications and proposals regarding the implementation of legislation on foreign nationals' access to the labor market.The technical administration of the platform is provided by the Ministry of Internal Affairs, through the General Directorate for Communications and Information Technology, while the operational administration of the module for the registration and authorization of employers and placement agencies is the responsibility of the National Employment Agency.The platform is structured into two components: a public component?intended for individuals, employers, and placement agencies?providing access to information and electronic services; and an internal component, accessible to authorized personnel within public institutions via the secure networks of the Ministry of Internal Affairs and the Special Telecommunications Service.According to the decision, records of processing operations carried out on the platform will be retained for a period of five years. Upon the expiration of this period, the information contained in these records will be deleted, except where it is required for ongoing monitoring procedures or for cases pending before the courts.This measure facilitates the handling of evidence, the investigation of security incidents, the resolution of disputes, and the demonstration of compliance with personal data protection obligations.Furthermore, the approved decision establishes technical and organizational measures to protect data and the rights of data subjects?including measures to prevent the loss or alteration of information, ensure data availability and recovery in exceptional situations, maintain records of processing operations, and train platform users?the Government adds.
