Healthcare: Health minister, WHO regional director for Europe sign collaboration agreement

March 15, 2026

Health Minister Alexandru Rogobete and World Health Organization (WHO) Regional Director for Europe Hans Henri P. Kluge on Thursday signed a Biennial Collaboration Agreement for 2026-2027.'This agreement is not a formal one. It is built on the realities of our health system and on the objectives undertaken through the National Health Strategy 2023-2030, providing Romania with technical support and international expertise for the reforms we are implementing,' Rogobete wrote on Facebook.According to the minister, the agreement strengthens efforts to reduce avoidable mortality and inequalities between urban and rural areas.'We benefit from support to strengthen primary health care, to develop screening programmes and to implement more effective interventions in the field of cardiovascular, oncological and communicable diseases. This means earlier diagnosis, faster treatment and less pressure on hospitals,' Rogobete pointed out.He added that the document supports the modernisation of human resources policies. Thus, Romania will receive support to update the national health workforce strategy, for realistic planning of the need for doctors and nurses and for retention measures in underserved areas.'Another important pillar is digitalisation. The agreement supports system interoperability, clear data governance, the integration of modern technologies and alignment with the European Health Data Space. For Romania, this means less fragmentation, less bureaucracy and decisions based on real data. The collaboration also strengthens preparedness and response capacity in emergency situations. Romania benefits from support for risk assessment, updating national response plans and organising operational exercises, including for mass casualty events or CBRN-type risks. In a complex regional context, this component is essential for the safety of the population,' the Health minister underlined.Rogobete mentioned that the agreement provides Romania with international validation, access to European-level expertise and a coherent framework for accelerating reforms.
