Iohannis’ spokesperson criticizes the 2019 state budget. The head of state hasn’t decided anything yet on the promulgation . LabMin Budai: In order to pay children allowances, we need President to promulgate Budget Law The Government adopted on Tuesday an Emergency Ordinance (OUG) on the children allowances’ increase, but in order to pay the sums the President of Romania needs to promulgate the State Budget Law, says Labour Minister Marius Budai. “Following the decision by Romania’s Parliament to supplement the budget of the Ministry of Labour and Social Justice with the RON 2.13 billion so as to increase the state children allowances through the Budget Law for 2019, the Labour Ministry has shaped the OUG draft that was approved yesterday [Tuesday, ed. n.] by the Government. Through this draft we have modified Law 61/1993 and Law 448/2006. The OUG was adopted, but to be able to make the payment, we need Mr. President to promulgate the State Budget Law. However, in order to avoid the situation of not being able to enforce this Ordinance and so as not to break the Public Finance Law, we have amended article 2 of the OUG and stipulated it will come into force starting with the rights related to the 1st of the month following the one on which the State Budget Law was promulgated. Hence, it is the decision of Mr. President whether or not he promulgates the budget,” Budai stressed.
