Moneyval: Romania enhanced its anti-money laundering and terrorist financing measures

Romania has taken steps to strengthen its measures against money laundering and terrorism financing (AML/CFT) but still needs to address several deficiencies, the Council of Europe's Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (Moneyval) concludes in a report released on Monday.Moneyval notes that, since the previous monitoring report adopted in June 2025, Romania has improved its technical compliance with two Financial Action Task Force (FATF) recommendations concerning the implementation of targeted financial sanctions related to terrorism, terrorist financing and the proliferation of weapons of mass destruction. These recommendations are now rated as "largely compliant".The report also finds limited progress on several other FATF recommendations, including national cooperation and coordination (Recommendation 2), non-profit organisations (Recommendation 8), financial-institution secrecy laws (Recommendation 9), politically exposed persons (Recommendation 12), transparency and beneficial ownership of legal persons (Recommendation 24), and the collection and maintenance of statistics relevant to the effectiveness of the AML/CFT system (Recommendation 33).Overall, out of the 40 FATF recommendations, Romania is currently rated compliant with seven, largely compliant with 20, and partially compliant with 13. None of the recommendations is assessed as non-compliant.Romania will remain subject to Moneyval's enhanced follow-up procedure, the report states. The country is expected to report on all progress made in strengthening measures against money laundering, terrorist financing and proliferation financing in May 2027.Moneyval is a monitoring body of the Council of Europe and a regional FATF-style organisation that evaluates compliance with international standards on combating money laundering, terrorist financing and proliferation financing, as well as the effectiveness of their implementation. The committee includes 35 jurisdictions, of which 32 are assessed exclusively by Moneyval.
