Nicolae Ciuca, the President of the Senate, at FIS2023: There will not be any more fiscal changes in 2024

January 2, 2024

The President of the Senate, PNL leader Nicolae Ciuca declared on the first day of the Foreign Investors Summit 2023 event, organized by Business Review, that taxation will not change in 2024. Nicolae Ciuca stated that he had discussions in the coalition and there is a line over which The PNL cannot pass, and that he conveyed to Prime Minister Ciolacu and PSD leaders that “any intervention at the moment on taxation upsets absolutely everything and destroys the trust that has been built between the business environment and the political decision-makers”.   Representatives of public authorities, Romanian embassies and the business environment participated, for two days, at the Foreign Investors Summit 2024, organized by Business Review, and discussed the problems currently facing the Romanian economy and society. The investment opportunities in Romania, the challenges faced by foreign investors, Romania’s accession to the OECD, the demographic situation and the workforce, but also sustainability and the transition to a green economy, were the topics addressed by the 30 prominent representatives of the environment business and officials.   One of the most important messages was the one given by Nicolae Ciuca, who emphasized that next year there will be no more fiscal changes, apart from those that have already been approved.   “Because I talked about stability, predictability and reliability, I want to make it absolutely necessary. I think you expect a firm commitment from us regarding what it means to maintain taxation for the year 2024. We had discussions in the coalition, it is a line that the National Liberal Party cannot cross, and we discussed with the leaders of the Social Democratic Party, with the prime minister Marcel Ciolacu and I explained that any intervention at the moment on taxation upsets absolutely everything, our hope for economic development, disperses it, effectively, pulverizes the trust that was achieved between the business environment and the political decision-makers. That is why it will not happen that taxation will be changed in 2024”, declared the President of the Senate.   Nicolae Ciuca also stated that there will be a need for a long-term dialogue between the authorities and the representatives of the business environment and employers in Romania in order to fulfill the milestone in the PNRR that provides for the adoption of a new Fiscal Code.   “But not a two-week or three-week dialogue, but a settled, long-lasting dialogue that will analyze all the details related to what a new Fiscal Code will mean, which will not produce effects for a year or for two years, but it is a Code that must be put in place, to be able to produce effects in the medium and long term”, said the head of the PNL.   “From a political point of view, this construct was created between the center-right PNL and the center-left, PSD, out of the responsibility to ensure the stability and balance of the country, and I am convinced that you understand very well that in such a political construction there are ideologies , doctrines and approaches specific to each individual party, there are disagreements, but I appreciate that these disagreements practically lead us towards what ultimately means a decision that ensures what I was saying, the purpose of this coalition, stability and balance. As such, I can tell you from all the activities that I carried out as prime minister and now, as president of the Senate, that in international meetings, all our partners greatly appreciate this maturity and political responsibility of the leaders of the Romanian parties and practically we are a most credible partner for both Brussels and Washington, for Berlin, for Paris, for London, for all our strategic partners”, he mentioned, talking about te Coalition.
