Nicusor Dan: NATO, EU, UK documents confirm Russian cyber attacks, new evidence in Romania's case needed

August 20, 2025

President Nicusor Dan said on Monday that NATO, the EU and the UK all confirm that Russia is engaging in cyber attacks, manipulation and disinformation in European states, and emphasized that the Romanian state must provide new evidence as to what happened in the November 2024 presidential vote, as new intelligence emerges."I urge those who still doubt Russia's interference in the November 2024 presidential election in Romania to read the statements below. The attempts to involve foreign state forces in the Romanian elections in the previous months were for the first time condemned in official statements by NATO and the European Union. NATO, the EU and the United Kingdom confirm that Russia is waging cyber attacks, manipulation and disinformation in European states, including Romania, including in electoral campaigns. It's obvious that the Romanian state must provide new evidence, as it discovers it, and should have prevented what happened in November 2024," Nicusor Dan wrote on Facebook. The head of the state gives the example of a British Government document regarding GRU actions, noting that even for states recognized for their efficient intelligence activity, proving such interference is a lengthy process.President Dan references several statements released in recent days by international institutions, specifically at: https://shorturl.at/uxt7s; https://shorturl.at/hvju3; https://shorturl.at/Kh9jf; https://shorturl.at/aDzDe .On July 18, the European Council and NATO issued official statements in which they firmly condemned the hybrid and cyber activities carried out by Russia in several European states, including Romania. Also, at the end of last week, the UK took an unprecedented decision to name three units of Russia's GRU military intelligence service and 18 individual spies that had been acting on behalf of Vladimir Putin, with London warning that GRU spies are "running a campaign to destabilize Europe."
