The minister of Internal affairs (MAI) signed, until 30th May, contracts and framework agreements worth over 973 million euro in the National Plan for Investments of Romania financed through the Instrument SAFE – Security Action for Europe, destined to the consolidation of the capacity for crisis response and intervention capabilities, informed the institution.According to a press release from the Ministry of Internal Affairs, the investments are aimed at increasing the operational capacity of the ministry’s units in areas such as military mobility, mass casualty incident management, CBRNe (chemical, biological, radiological, nuclear, and explosive) protection, mass evacuation, air and naval response, as well as critical communications and cybersecurity. An important component of the program is dedicated to the Department of Emergency Situations (DSU), which will receive funding for aviation, civil protection, and operational response. Accordingly, plans call for the procurement of aircraft and equipment for rescue and emergency response missions, including two Leonardo C-27J Spartan NG multi-role tactical aircraft, 12 Airbus H145 and H160 helicopters, an integrated flight simulation center, special vehicles for transporting multiple casualties, ambulances for transporting highly contagious patients, search and rescue boats, mobile kits for mass casualty management, search and rescue boats, as well as an emergency response train for transporting multiple casualties and responding to emergencies. According to the Ministry of Internal Affairs, the new equipment will enable the execution of complex missions, including medical evacuations, search and rescue operations, interventions in hard-to-reach areas, and the transport of specialized teams and emergency supplies. Similarly, the programme includes investments in infrastructure of critical communications and enhancing cybersecurity resilience, measures which aim at protecting the operational infrastructures and ensuring the continuation of crisis essential services.According to the ministry, the procurement procedures were carried out with suppliers approved by the Supreme Council for National Defense, in accordance with the provisions of current legislation. The SAFE (Security Action for Europe) instrument is a European mechanism designed to fund projects that contribute to strengthening the security and response capabilities of member states in the face of crises or complex threats.
