A delegation of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) paid a visit to Romania ahead of the presidential elections which will be repeated on 4th May, in preparation of the monitoring mission for this event, and issued recommendations, shows the report of the visit published by OSCE.During the visit, made at the invitation of the Romanian authorities and undergone between 3 and 5 March, there were meetings with officials from the Ministry of foreign Affairs, the Permanent Electoral Authority (AEP) as well as with representatives of the political parties and organisations of civil society.All the interlocutors with whom the ODIHR delegation met emphasised the need for ODIHR to monitor elections in the long term as a way of increasing confidence in the electoral process and ensuring independent and impartial assessment, the report says.In addition to the views conveyed during the 2024 evaluation process, interlocutors emphasised the monitoring of the pre-election period, highlighting the need for comprehensive campaign evaluation and monitoring, especially in terms of online campaign regulation, financing and oversight. All the interlocutors agreed on the necessity for comprehensive electoral reform after these presidential elections, which would include access for voters to information which is not manipulated.On the basis of these recommendations, ODIHR reiterates the recommendation issued in September 2024 to conduct a Limited Election Observation Mission –LEOM – for the presidential elections taking place in May.In addition to the team of experts that will assess the elections, the ODIHR delegation recommends that 24 observers be appointed by member states of the Organisation for Security and Cooperation in Europe (OSCE) to monitor the electoral process at national level throughout the elections. According to the standard ODIHR methodology, a Limited Election Observation Mission includes a media monitoring element.
