PM Bolojan:17 state-owned companies - in first package subject to analysis for implementation of reform

December 9, 2025

Prime Minister Ilie Bolojan announced on Friday that, regarding the reform of state-owned companies, the Government has established the roles of the institutions involved, noting that, in the first stage, 17 companies are in view, including Tarom, Metrorex, CFR Calatori, CFR SA, Societatea Electrocentrale Craiova and Electrocentrale Bucharest."As to the memorandum on the reform of state-owned companies, we have made an analysis in recent weeks, we not only have some commitments by accessing European programs, so not only milestones from the PNRR, but we have a legitimate interest in large state-owned companies being managed as well as possible. The memorandum that was approved today clearly defines the roles of the institutions that are involved, so that, after all the periods have passed, we can say which of these companies will be additionally listed on the stock exchange, which will be maintained in activity, with, of course, the reforms that are necessary so that they are more competitive, offer better services, and do not need ever-increasing subsidies," explained Bolojan. He added that it would be decided which companies will be reorganized through merger, division, transformation, or which will be liquidated."There are 17 companies that have been notified by the ministries in this first package," the prime minister said.According to the prime minister, a first evaluation meeting will be held on Monday morning."On Monday morning, we will have a first meeting and there is a responsible person for each ministry, for each supervisory authority, we will collaborate with the agency that monitors performance, so that, for example, next year we will no longer have the situation we encountered this year in which budgets were approved in the second half of the year or towards the end of the year, but the budgets of these companies will be approved immediately after the state budget is approved, so in the first quarter, so that there are clear targets for the managers of these companies and a clear path that will mean unequivocal measures to improve their performance," Bolojan said.According to a press release from the Government, the memorandum initiated by Deputy Prime Minister Oana Gheorghiu and approved by the Government provides, at the proposal of the line ministries, the list of the first 17 central public enterprises that will be subject to analysis by the Interministerial Committee for Reform and more clearly defines the role of this government structure in terms of coordination, monitoring of the entire process of analysis, evaluation and implementation of the public enterprise reform. The 17 companies are: Electrocentrale Grup SA, Electrocentrale Bucharest SA, OIL Terminal SA, National Company for the Control of Boilers, Lifting Installations and Pressure Vessels (CNCIR SA), National Company for the Control of Boilers, Lifting Installations and Pressure Vessels (CNCIR SA), National Company for the Control of Railway Freight "CFR Marfa" SA, ROFERSPED SA - subsidiary of CFR Marfa, CFR-IRLU SA - subsidiary of CFR Marfa, Railway Assets Management Company SA, Railway Tourism Company SFT-CFR SA, National Company for the Control of Railway Assets SA, National Company for the Control of Railway Freight SFT-CFR CFR Calatori, the Bucharest Metro Transport Company "Metrorex" SA and the "TAROM" Company."In addition, the PETROTRANS SA Company is bankrupt and was proposed by the Ministry of Energy for analysis by the Committee for Clarifying the Asset Situation", the cited source informs.
