President Nicusor Dan met on Wednesday night at 9 p.m the leaders of the parties at Cotroceni Palace

The leaders of the main parties - PSD, PNL, UDMR and USR - went to Cotroceni Palace on Wednesday night to present Nicusor Dan the conclusions they reached following the discussions they had  for the third time over the last week, about the fiscal measures for the reduction of the budgetary deficit.   The meeting with the president was attended by the PSD leader, Sorin Grindeanu, PNL, Ilie Bolojan, USR, Dominic Fritz, UDMR, Kelemen Hunor and Varujan Pambuccian from the minorities.   The discussions between the parties for the government, on the other hand, were blocked, it seems due to the sharing of the portfolios which were unsatisfactory to some,especially to UDMR.   The Cotroceni Palace is going to be reached by the delegations of all parliamentary parties. The AUR representatives announced, on the contrary they will not take part in the debates with the head of state.   Over the last week, the leaders of PSD, PNL, UDMR, USR and the national minorities met three times in order to discuss both the sharing of the portfolios and the fiscal reforms which the future premier must assume with the Parliament.   What is known until the present moment, according to the political sources, is the name of the future premier - Ilie Bolojan as well as the fact that there will be governmental reshuffle between PSD and PNL. Ilie Bolojan has two conditions in order to accept the new position: he does not want the governing programme to include a fixed term for the reshuffling and he also requires to have the right for veto on the proposed ministers.   The parties have drawn a fiscal measures plan for the reduction of the budgetary deficit which will be passed through the parliament by the government responsibility according to the HotNews info from inside the four parties. These measures must be presented on Friday in Brussels by the Romanian government. One of the measures taken into consideration to be presented to the Council for Economic and Financial Affairs (ECOFIN) is the increase of VAT from 19% to 21% according to the quoted sources. VAT of 9% will be kept for food and drugs. Another measure under discussion aims at the increase of tax for dividends from 10% to 16%.Other measures included in the plan drawn up by the leaders of the four parties:   VAT of 19% for gambling and 20% tax for winnings.   increasing the tax base for CASS without deciding yet how it will be done.   reduction of the number of public sector employees and merging public institutions(for example, reduction of the number of deconcentrated institutions).   Through these measures, there should the state budget be provided with 30 billion lei in order to reduce the deficit from 9.3% as it was last year to 7%.   The future government will have to take correction measures, most of them unpopular, but necessary, said the interim leader of PNL, Ilie Bolojan in a press conference held on 13 June. Similarly, the revenues must be increased, and this will not happen unless there are increases of taxes., he said.   The presidential administration announced that Thursday there will be consultations with the parliamentary parties. The next step is the appointment of the prime minister.   Negotiations will start on Thursday with the PSD delegation starting at 11:00 and will stop at 14:30 with that of national minorities. The consultations represent the last constitutional step before the president announces officially who is appointed as prime-minister.The president is expected to appoint Ilie Bolojan as premier.   On Friday, PSD is going to decide,  following an internal referendum, if they enter the government or not.   On Saturday, the parties are to determine who will occupy the ministerial positions and on Monday at 09:00 the hearings of the future ministers will begin in the Parliament. Then, the government will have to receive the vote in the joint plenary of the two Chambers of Parliament and take the oath before president Nicusor Dan.
