President sends Parliament letter on prepositioning of mid-air refueling aircraft on Romania's territory

October 9, 2025

The letter from President Nicusor Dan informing Parliament about the prepositioning of mid-air refueling aircraft on Romanian territory was sent on Wednesday to the Defense Committees of the Senate and the Chamber of Deputies by the joint Permanent Bureaus of the two Chambers."Amid the worsening security situation in the Middle East, characterized by acute tensions and existential implications, the United States of America, in order to protect its capabilities and interests, decided to supplement its forces in the region. Taking into account Romania's geostrategic positioning, the U.S. requested the authorities in our country to use military facilities, such as the 57th Mihail Kogalniceanu Air Base. Romania's support may prove useful in protecting American interests in the Middle East and highlights the essential role of our country in the Euro-Atlantic security architecture and the relevance of the bases in the Black Sea region for the interests of the United States of America, in the context of the foreign policy of the new U.S. administration," the letter from President Nicusor Dan reads. In accordance with the legislation in force and after consulting the Supreme Council of National Defense, Nicusor Dan informs the Romanian Parliament that he "has approved the prepositioning on Romanian territory of mid-air refueling aircraft, a contingent of the United States of America and means of force protection, as well as of ISR (Intelligence Surveillance and Reconnaissance) and aerial surveillance aircraft at the 57th Mihail Kogalniceanu Air Base, in order to support possible future operations"."To date, the mission planned by the U.S. has not been executed, being postponed as a result of decisions determined by recent developments in the operational situation", concludes the letter of the head of state.
