Project: the annual compulsory quota of electricity produced from renewable sources to be 12,15% for 2016

The annual compulsory quota of electricity produced from renewable sources for 2016 to be 12.5% from the gross final consumption of electricity and under these conditions the impact of green certificates in the bill of the end consumer of electricity will be 35 lei/MWh, according to a draft government decision published on the site of the ministry of energy.’ In accordance with the legal provisions applicable to the level of the annual compulsory quota of electricity produced from renewable sources was established on the basis of scenarios sent by the National Authority for Regulation in Energy (ANRE).Thus, for next year, the compulsory quota is 12.15% from the final gross consumption of electricity’ a press release of the institution says. In the presentation of the draft is mentioned the fact that, in case the agreements for the exception issues up to now and those estimated for the end of 2015, the impact of green certificates in the bill of the end user of electricity will be of about 43lei/MWh. Until the end of August 2015 there were issued 27 agreements of exception to which corresponds a quantity of electricity of almost 6,000 GWh and until the end of the year it could reach 8,000 GWh excepted energy. ‘Thus, the keeping of a level of sustainability of the promotion scheme for energy out of renewable sources at the level of the end consumers is difficult to put to practice taking into consideration the issuing of exception agreements in 2015, their pressure being transferred to the non-excepted end user,namely population and SMEs. Under these conditions,to obey the legal provisions regarding the compulsory quota of electricity produced from renewable sources which benefits from promotion through green certificates is 12.15% for 2016’the presentation says. The representatives of the associations in the domain said in July that keeping the quota of green certificates at a very low level for the third year in a row represents a blow for a big part of the producers of energy from renewable sources. In a first attempt to save the producers in the domain of renewable energy, the five associations which represent the renewable energy industry ask, in one voice, the new annual quota for electricity produced from renewable sources.This quota which benefits from the system of promotion with green certificates was established by the National Authority for Regulation in Energy – ANRE of 12.15% against 17% as it was initially in law 220 on the basis of which the producers made their business plans. The keeping of the quota at a very low level for the third year is the blow for a big part of the producers of electricity from renewable sources’ the press release of the associations says. In 2015, the annual compulsory quota of electricity produced from renewable sources was reduced to 11.9% against 17% as it was established in law 220, according to the Employers’association of re newable energy in Romania – PATRES. The minister of energy says that during the coming period there will be debates with the representatives of the associations of producers of energy, associations of the consumers and such institutions as ANRE and the Competition Council. According to the directive no.2009/28/EC regarding the promotion of the use of energy from renewable sources,Romania has to achieve as national target for 2020 a share of the energy out of renewable sources in the gross final consumption of 24%. The harmonisation with the European directive was made through law 220/2008 for the system of promotion of renewable energy production. The ministry of energy launched on Monday in a public debate the draft of the government decision for the approval of the compulsory annual quota of electricity produced from renewable sources, which benefits from promotion through green certificates for 2016.
