Prosumers Association proposes five measures to reduce energy bills

 The Association of Energy Prosumers and Communities (APCE) has submitted five concrete proposals to the Government for the rapid reduction of energy bills, measures that target both individual homes and apartment blocks, with immediate applicability or visible effects in a maximum of 12 months."All these solutions require political will and the understanding that they are needed, especially in this period when Romanians pay for one of the most expensive energies in Europe," the association said in a statement.Thus, APCE proposes, first of all, the legislation of Energy Communities within a three-month adoption period and with a visible reduction in bills in 3-12 months."Romania risks European sanctions for the lack of legislation on energy communities - a solution that, in countries such as Spain, has led to decreases of over 60% in bills for members of these communities. Such structures allow citizens to directly manage their energy production, distribution and storage, achieving independence from traditional suppliers and producers. Currently, over 4% of Europeans are part of an energy community, and at the Union level there are already almost 10,000 such communities," according to the quoted source.Another proposal refers to the Condominium Prosumer within a three-month adoption period and with a visible reduction in bills also in 3-12 months. . Through a simple legislative amendment, apartment building tenants could become direct beneficiaries of the solar energy produced on the roofs of the buildings. Each apartment would receive, monthly, the equivalent of the energy produced, proportional to its undivided energy share.APCE claims that Romania has a huge potential: over 4,000 MW installed on the approximately 4,200 hectares of apartment building roofs. This resource could be immediately exploited for the benefit of millions of residents.The third proposed measure refers to mini-balcony/terrace photovoltaic systems, with a one-month adoption deadline and an immediate 60% reduction in bills."Mini-photovoltaic systems for balconies or terraces are simple kits composed of solar panels and micro-inverters that connect directly to the socket. The energy produced is instantly consumed by electrical appliances in the home. In Germany, there are already over a million such systems installed, which have led to reductions of over 60% in monthly bills. In Romania, their legislation has been blocked for bureaucratic and urban planning reasons. Eliminating these barriers would allow citizens to immediately reduce energy costs," the association believes.The regulation of the supply margin for energy produced by prosumers is the fourth proposal of the PACE, with an adoption deadline of up to three months and a visible reduction in bills immediately after application. Green energy produced by prosumers should reduce Romanians' bills, having production costs almost zero. In 2025, a surplus of almost 2 billion KWh of renewable energy injected into the grid is estimated."ANRE left it up to the suppliers to establish the supply margin, which allowed it to be resold to consumers at very high prices. Suppliers in certain cases end up having a huge supply margin (profit) of 880%," the association states in a statement.In this context, APCE calls for the clear regulation by law of the supply margin, so that the energy produced by prosumers effectively reduces Romanians' bills.The association also proposes an annual reduction in transmission tariffs for Transelectrica. A significant amount of energy, representing the surplus of prosumers, does not transit Transelectrica's networks to be consumed."However, the national carrier collected over 18 million euros in 2024, and for 2025, PACE estimates revenues of approximately 35 million euros. Since this service was not provided, the related costs should not be reflected in the bills of consumers in Romania," the press release reads.
