The Association of Prosumers and Energy Communities (APCE) requests ANRE to publish the suppliers' purchase price for prosumers' energy, given the conditions in which discretionary prices are practiced and there are huge differences between how much suppliers pay for prosumers' energy and how much they sell on."The Association of Prosumers and Energy Communities (APCE) officially requests ANRE to publish the purchase price of suppliers for prosumers' energy, on the online platform "Typical Offers Comparator" on the institution's website. It is a simple, common-sense gesture that would allow all prosumers in Romania, over 230,000 in number, to make informed and correct decisions when choosing their energy supplier. Currently, due to missing or unclear regulations by ANRE, prosumers often do not know at what price the surplus energy produced and delivered to the network is purchased from them or discretionary prices, some even aberrant, are applied. In the absence of this public information, some suppliers apply non-transparent and uncompetitive prices, deceiving people's trust," a press release from APCE states.According to the organization, in 2025, after market liberalization, there are suppliers who buy the energy produced by prosumers for 0.30 lei/kWh and resell it for 0.82 lei/kWh, but also suppliers who try to buy it for less than 0.10 lei/kWh, and then sell it to consumers for 0.88 lei/kWh."In the case of a particular supplier, things become completely absurd: prosumers are forced to initially sign a supply contract as simple consumers without knowing in advance the price at which they will be purchased for energy. The purchase price comes later, starting in August as a "contractual surprise", the statement states.In these conditions, the Prosumers Association recalls that European Directive 2019/944, art. 11 para. (1a) and (2), obliges suppliers to provide clear, written and transparent information about prices and conditions before signing the contract. At the same time, ANRE Order 3/2022 obliges transparency and provides the digital framework through the POSF platform for changing supplier and ANRE Order 95/2022, which amends Order 15/2022, mentions that the energy delivered by prosumers is invoiced without commercial mark-up. "However, paradoxically, the supply margin is reintroduced as a separate component on the invoice, which allows price manipulation", the cited document underlines.Thus, PACE considers that ANRE must oblige suppliers to publicly declare the real purchase price of energy from prosumers and the supply margin. At the same time, prices must be displayed transparently and updated on the "Comparator Oferte-tip" platform, just as it happens with prices for consumers, the cited source claims.
