Romania hosts NATO reserve officers' annual congress

September 1, 2026

The largest annual gathering of military reservists from NATO member and partner countries - the joint congress of the Interallied Confederation of Reserve Officers (CIOR), the Interallied Confederation of Medical Reserve Officers (CIOMR) and the Interallied Confederation of Reserve Non-Commissioned Officers (CIsOR) - is taking place in Bucharest through August 8 under the high patronage of Romania's president. The official opening ceremony is scheduled for Monday.According to a press release from the Ministry of National Defence (MApN), the event has brought together more than 500 military reservists from 29 countries. It is organised by the Reserve Officers' Association of Romania and the "Alexandru Ioan Cuza" National Association of Reserve and Retired Military Personnel, in partnership with the Ministry of National Defence.Alongside professional discussions, the programme includes workshops for young reserve officers and military medical personnel, a civil-military exercise (CIMEX-26), a symposium on regional and global security titled "Winning the War of Narratives", and the MILCOMP 2026 military skills competition.According to the ministry, hosting the congress reflects Romania's role in collective defence and places the country in a favourable position in European efforts to strengthen reserve forces at a time when Russia's aggression against Ukraine has heightened concerns over regional and global security.CIOR, founded in 1948, is the world's largest organisation of military reservists, representing the interests of more than 1.3 million reservists from 34 NATO member and partner nations. It serves as a NATO-affiliated, non-political, non-profit umbrella organisation advising NATO's Military Committee on reserve force issues.
