On Thursday, the Senate adopted the legislative proposal to ratify the loan agreement the first Development Policy Loan in the areas of fiscal policy and economic growth - between Romania and the International Bank for Reconstruction and Development, signed in Washington on April 16, 2026.The proposal was approved with 83 votes in favour, 35 against and 3 abstentions.According to the legislative act, "the amounts drawn from the loan and transferred to the foreign currency account opened in the name of the Ministry of Finance at the National Bank of Romania shall be used, as financing needs arise, to cover the state budget deficit and to refinance central government public debt, according to the provisions of Government Emergency Ordinance No. 64/2007 on public debt, approved with modifications and supplements by Law No. 109/2008"."The servicing of the public debt related to the loan, namely the repayment of principal, payment of interest, fees and other costs, shall be carried out according to the legislation in force on public debt, through the mechanism applicable to repayable financing contracted by the Government of Romania, through the Ministry of Finance, for the purpose of financing the state budget deficit, refinancing and early repayment of central government public debt," the draft law further provides.The Government will be authorised, through the Ministry of Finance, to agree with the IBRD on amendments to the loan agreement that do not increase Romania's financial obligations towards the Bank.The loan has a maturity of up to 18 years, with repayment to be made in a single instalment at the end of the maturity period, namely on 15 February 2044, according to the explanatory memorandum accompanying the draft law."In accordance with its pricing policy, the Bank charges an upfront fee of 0.25% of the loan amount, payable within 60 days of the agreement entering into force or before the first loan disbursement, whichever occurs first, as well as a commitment fee of 0.25% per annum on the undisbursed portion of the loan, payable semi-annually," the document states.The Senate is the decision-making chamber for this legislative act.
