STRABAG Inaugurates the Largest Bitumen Emulsion Production Plant in Romania

July 15, 2025

SAT Reabilitare Reciclare, a subsidiary of construction Group STRABAG SE, inaugurates today the largest and most modern bitumen emulsion production facility in Romania. Located in Criseni, Salaj County, the new plant marks a major step forward in the development of sustainable and efficient infrastructure solutions. With a production capacity of 15 tons per hour, the plant was established through a direct investment of approximately €2.2 million.   It is equipped with state-of-the-art technology that meets the highest European standards in terms of quality, operational safety, environmental protection, and energy efficiency.   ”This investment represents an important step in consolidating our position as a regional leader in road recycling and rehabilitation. It strengthens both our ability to deliver modern solutions swiftly and our long-term commitment to sustainability and innovation,” said Dr. Hans Kirchknopf, SAT Technical Managing Director.   The new production unit will play a key role in improving the performance and durability of road infrastructure across Romania and the Central and Eastern European region. By promoting the use of high-quality bitumen emulsions and circular economy principles such as recovery, recycling, and resource efficiency, SAT Reabilitare Reciclare supports the development of roads that are more sustainable, easier to maintain, and better adapted to the demands of modern mobility.   Through this investment, SAT Reabilitare Reciclare reaffirms its support for all construction partners — from public authorities to private investors, designers, contractors, and subcontractors — while advancing its mission to build smarter infrastructure across Romania and the Central and Eastern European region.   SAT Reabilitare Reciclare S.R.L. is a Romanian company, established in 2010 and headquartered in Cluj-Napoca. It specialises in the production and distribution of bitumen emulsions and other specialised products for road infrastructure maintenance.   The company is a wholly owned subsidiary of the STRABAG Group, a major European-based technology group for construction services. SAT’s services encompass asphalt and concrete milling, in-situ and mobile recycling of road structures, and stabilisation processes. In 2023, SAT Reciclare Reabilitare S.R.L. reported a turnover of approximately 111 million RON and a workforce of 67 employees.
