The AAC is calling for full monitoring and traceability of Ukrainian cereals in transit

Alliance for Agriculture and Cooperation (AAC) requires, in an open letter addressed to the President, the premier and the chair persons of the two Chambers of the Parliament, rigorous monitoring and complete traceability of Ukrainian cereals in transit, as well as concrete measures for the protection and economic interests of Romania.'We believe that particular attention should be paid to goods originating in Ukraine that transit through the Republic of Moldova and subsequently enter Romanian territory. For these flows, clear procedures are required to verify the origin, quantity and declared destination, as well as mechanisms to track the goods’ route until they leave the country,' the document states.   The AAC is calling on decision-makers to provide a range of information regarding: the procedures applicable to Ukrainian cereals entering Romanian territory, including those arriving via the Republic of Moldova; the specific mechanisms for the exchange of information used between the Romanian authorities, the authorities of the Republic of Moldova and the Ukrainian authorities, so that the origin, quantity, route and destination of Ukrainian cereals in transit can be verified in real time and cross-checked between the competent institutions; the method for monitoring the transport from the point of entry to the point of exit, as well as for verifying that the entire quantity declared in transit actually leaves Romanian territory; which institutions are responsible for verifying the origin, quantity, quality and destination of these goods, as well as compliance with the permitted levels of residues and pesticides in the European Union. Furthermore, Romanian farmers are seeking information on whether there are any rules or procedures in place that give priority to Ukrainian goods, what these are and under what conditions they apply, whether measures are being considered to compensate for the losses and additional costs incurred by Romanian farmers and economic operators as a result of the increase in these flows, and what the quantities of Ukrainian cereals entering and transiting through Romania are – including via border crossings with the Republic of Moldova – broken down by point of entry, point of exit, transport route, mode of transport and reporting period.   The AAC emphasises that Romania’s infrastructure must be regarded, first and foremost, as critical infrastructure for the functioning of the national economy, for Romanian products’ access to transport, storage and port operations, as well as for maintaining internal economic balance.   The Alliance for Agriculture and Cooperation (AAC) comprises the League of Agricultural Producers’ Associations of Romania (LAPAR), the PRO AGRO National Federation, the National Union of Cooperatives in the Plant Sector (UNCSV) and the Farmers’ Force Association (AFF).
