The social security agreement between the US and Romania has entered into force

October 5, 2026

The entry into force of the Romania - United States Social Security Agreement is good news for Romanians who have worked in the U.S. and for their families, Senate President Mircea Abrudean said on Saturday."Starting 1 September, contribution periods from both countries can be combined when establishing pension rights. This achievement shows once again that the Romania - U.S. relationship is growing stronger and must include an economic component, not only a security one. It's important to use every opportunity to turn the Romania - U.S. Strategic Partnership into concrete projects, investments and better-paid jobs for Romanians," Abrudean wrote on Facebook. The U.S. Embassy in Bucharest announced on Friday that the bilateral Social Security Agreement between the United States and Romania has officially entered into force. Signed in Bucharest on 23 March 2023, the agreement became effective after both countries completed all ratification procedures.According to the Embassy, the agreement brings several major benefits for citizens, workers and businesses in both countries:* Cumulative insurance periods - People who worked in both Romania and the U.S. can now combine contribution periods to meet eligibility thresholds for pensions in either country. Each country will pay benefits proportionally, based strictly on the period worked on its territory.* Elimination of double taxation - Employers and employees will no longer pay social security contributions in both countries for the same work period.* Protection for temporary detached workers - Employees temporarily sent by their employer to work in the other country may remain covered solely by their home country's social security system for up to five years, avoiding host-country contributions.* Cross-border mobility - Pensioners, people with disabilities and surviving dependents can receive benefits while living in either country, without penalties or payment restrictions.* Simplified bureaucracy - Modernised inter-institutional coordination reduces administrative burdens for individuals and corporate mobility programmes.
