WB: Liviu Voinea, Alternate Executive Director

Liviu Voinea, Ph.D., a Romanian national, has been Alternate Executive Director at the World Bank since March 1, 2024, https://www.worldbank.org/ informs. Prior to this, he was Senior Advisor for Romania to the Executive Director at the International Monetary Fund from August 2019 – August 2023.   Mr. Voinea has a broad policymaking experience. As Deputy Governor of the National Bank of Romania from October 2014 - August 2019, he was responsible for financial stability, macroeconomic forecasting, banking resolution, and international relations. Mr. Voinea also served as Minister Delegate of Budget from December 2012 - August 2014. In this capacity, Mr. Voinea was responsible for budget and public debt. During his mandate, Romania exited the excessive deficit procedure, and returned to investment grade. Moreover, in 2012, he was Deputy Minister of Finance and served on the Board of  the Eximbank Romania from 2009 - 2012.   Liviu Voinea holds a Master of Science degree from Stockholm University and a Ph.D. from the Bucharest University of Economic Studies. He worked as a post-doctoral researcher for the European Commission’s Joint Research Center in Seville, Spain (2004). Mr. Voinea is a professor of financial macroeconomics and international economics at the Bucharest University of Economic Studies. He received the Romanian Academy Award in Economic Sciences in 2007. Mr. Voinea published articles in Journal of International Money and Finance, Review of International Political Economy, Economics of Transition, IMF Working Papers. His latest book, “Defensive Expectations. Reinventing the Phillips Curve as a Policy Mix” (Palgrave Macmillan, 2021) offers an alternative perspective on consumption, savings and inflation in the aftermath of an economic crisis.
